UTD for MAP 20-24(R), Expansion of Secretarial Process Authority to Increase the Number of Roundtrips for Designated Individuals and Non-Medical AttendantsThis item increases the number of roundtrips that may be authorized through the Secretarial Process for family members and non-medical attendants. This item amends Joint Travel Regulations (JTR), par. 033201, to authorize up to two round trips in a 60-day period for family members through the Secretarial Process and amends JTR, par. 033202, to authorize additional round trips for non-medical attendants if more than one medical attendant is authorized. This item also includes updates to statutory references and other minor clarifications. Upon legal review, legal counsel identified that the term “Designated Individual” is no longer used in the statutory authority; 37 USC §452(b)(12) specifies that “family members” are authorized to travel to a military medical facility and the term “family member” is defined in 37 USC §451(a)(3). Accordingly, The JTR revisions for this item have been updated in accordance with legal counsel’s recommendations and MAP Item 38-24(I) “Clarify Designated Place is Replaced by Family Member” will accompany publication of this item to simultaneously change all other references of “designated individual” to “family member” as required. UTD for MAP 24-24(I), Correction to Realign the JTR to Statutory Authority for the Career Intermission ProgramThis item realigns the JTR with the statutory authority contained in 10 USC §710 that entitles Service members participating in the program to "travel performed from the residence of the member, at the time of release from active service to participate in the program, to the location in the United States designated by the member as his residence during the period of participation in the program;...". The JTR originally stated "...HOS in the U.S..." but was inadvertently changed to “CONUS” in the December 2017 rewrite.4/19/2024
UTD for MAP 25-24(R), Transport or Shipment of Human Breast Milk for PCS TravelTo provide a “special need” accommodation for a nursing Service member that allows for reimbursement of expenses associated with the transport or shipment of human breast milk while on travel for a permanent change of station (PCS) in accordance with Federal law. This authority would not extend to an accommodation for nursing Service members during an unaccompanied tour. Effective on May 24, 2024.5/24/2024
