CTD for CAP 11-25(I), Update Flat Payment Miscellaneous Expense Allowance (MEA) RatesIn accordance with Federal Travel Regulation (FTR) Bulletin 25-05, this item updates the Joint Travel Regulations (JTR), Table 5-80 to provide the new relocation MEA flat rate amounts of $905 or the equivalent of one week’s basic gross pay, whichever is the lesser amount, for an employee without immediate family members relocating with them, and $1,810 or the equivalent of two week’s basic gross pay, whichever is the lesser amount, for an employee with immediate family members relocating with them. Effective upon the date of signature and retroactively applies to travel authorized on or after January 15, 2025.2/12/2025
CTD for CAP 02-25(I), Reinstate Temporary Integrated Lodging Program (ILP) ExemptionIn accordance with the FY25 NDAA, Section 652 this item reinstates the temporary exemption for a civilian employee traveling for the performance of mission functions of a public shipyard of the DoD from the mandatory use of the Integrated Lodging Program. UTD FOR MAP 11-22(R), EXTENDED TLE DUE TO A HOUSING SHORTAGE.PDFIn support of the Secretary of Defense’s initiative on “Taking Care of Our Service Members and Families,” this item introduces a new circumstance under which a temporary lodging expense (TLE) extension may be granted, outlines substantiating data framework, and modifies the eligibility process. Previously, under 37 U.S.C. § 474a, a Service member’s period of TLE at a location could be extended when that location is in an area covered by a Presidential declaration under the Stafford Act, or a military housing area (MHA) experiencing a sudden increase in Service members assigned to the location.10/1/2022
UTD FOR MAP 75-22(R), DISLOCATION ALLOWANCE (DLA) 2022 RATE INCREASE.PDFIn support of the Secretary of Defense's initiative on "Taking Care of Our Service Members and Families," this item increases the Dislocation Allowance (DLA) rates for E-1 through E-4 by $500. Additionally, E-5 and E-6 rates will also be increased. These increases are effective 1 October, 2022. The current methodology of increasing all rates DLA rates based he annual basic pay increase will be effective January 1, 2023.10/1/2022
CTD for CAP 39-24(R), Removal of Temporary Quarters Subsistence Expenses Actual Expense (TQSE (AE))On May 7, 2024, the General Services Administration (GSA) published new regulations in the Federal Travel Regulation (FTR) affecting Title 41 of the Code of Federal Regulations (CFR) Parts 300-2, 302-6, and 302-17. These changes established Temporary Quarters Subsistence Expenses “Lodgings Plus” (TQSE (LP)) as the preferred reimbursement method and granted the DoD the authority to discontinue use of TQSE Actual Expense (TQSE (AE)). The DoD has determined that TQSE (AE) is unnecessary, redundant, and administratively burdensome. As a result, this item will remove TQSE (AE) as a reimbursement option. Instead, the DoD will offer TQSE (LP) as the preferred reimbursement method and TQSE Lump Sum (TQSE (LS)) as a second option. When compared with TQSE (AE), the new TQSE (LP) method results in a more efficient process for the civilian employee, travel examiner, and certifying official by significantly reducing the administrative burden of maintaining, submitting, and reviewing itemized subsistence expenses and receipts. CTD for CAP 87-24(I), Temporary Waiver for Broker Fees or Real Estate Commissions When Purchasing a ResidenceOn October 30, 2024, the General Services Administration (GSA) published FTR Bulletin 25-03, to authorize the reimbursement of broker fees and commissions for the purchase of a residence at the civilian employee’s new permanent duty station. This revision is effective November 13, 2024 and retroactively applies to buyer broker fees or commissions incurred by a civilian employee on and after August 17, 2024.11/13/2024
MAP/CAP Memo for Per Diem Updates to Guam, Northern Mariana Islands, and Wake IslandPer diem rates for the continental United States and foreign areas outside the continental United States (OCONUS) locations are set by the General Services Administration and Department of State, respectively. Per diem rates for all non-foreign OCONUS locations (Alaska, Hawaii, and U.S. territories and possessions) are determined by the Per Diem, Travel and Transportation Allowance Committee (PDTATAC). PDTATAC staff members collected contract price data from Wake Island and Midway Islands as well as lodging data for the other localities based on locations most frequented by DoD travelers. Staff members then analyzed the collected data and calculated updated rates. Effective March 1, 2025, per diem rates are updated for localities in Guam, Northern Mariana Islands, and Wake Island. There were no updates for American Samoa and Midway Islands. A per diem bulletin will be published in the Federal Register as soon as practicable to notify agencies outside the DoD.3/1/2025

UTD FOR MAP 39-22(R) SPOKANE WA TLE EXTENSION.PDFThe Air Force has requested extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452 for the Spokane, WA Military Housing Area (MHA) WA310 as a location to receive up to a total of 25 days of TLE. The effective dates for the extension will start on the date approved by the Chair through July 31, 2022. Due to the lingering effects of the pandemic, installations are experiencing a housing shortage, which is extending the time period for incoming personnel to find housing. This item adds the Spokane, WA MHA WA310 as a location where Service members may receive additional days of TLE..7/7/2022
UTD/CTD for MAP/CAP 36-22(I), Replace "Gas" with "Fuel"The Federal Register was updated to implement a final rule proposed by the General Services Administration. The update changes references of “gas” to “fuel” and further defines fuel to account for other types of vehicle power sources, such as hydrogen, propane, and electricity.
