MAP/CAP Memo for Per Diem Updates to Guam, Northern Mariana Islands, and Wake Island | Per diem rates for the continental United States and foreign areas outside the continental United States (OCONUS) locations are set
by the General Services Administration and Department of State, respectively. Per diem rates for all non-foreign OCONUS locations (Alaska, Hawaii, and U.S. territories and possessions) are determined by the Per Diem, Travel and Transportation Allowance Committee (PDTATAC).
PDTATAC staff members collected contract price data from Wake Island and Midway Islands as well as lodging data for the other localities based on locations most frequented by DoD travelers.
Staff members then analyzed the collected data and calculated updated rates.
Effective March 1, 2025, per diem rates are updated for localities in Guam, Northern Mariana Islands, and Wake Island. There were no updates for American Samoa and Midway Islands. A per diem bulletin will be published in the Federal Register as soon as practicable to notify agencies outside the DoD. | 3/1/2025 |

UTD for MAP 88-24(R), Temporary Lodging Expense (TLE) Extension for Bath, ME | This item reinstates the Bath, ME Military Housing Area (MHA) ME136 as a location to receive an extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452(b)(11). Due to a shortage of housing in Bath, ME MHA, personnel require additional time to locate and secure permanent housing. This item extends the end date through which Bath, ME is a location where Service members may receive extended TLE. Effective February 25, 2025. | 2/25/2025 |
UTD for MAP 47-24(R), Transportation of a Pet to or from an Alternate Location or a Designated Place | This item adds the authority for a Service member to be reimbursed the expenses of transporting a pet to and from a location other than the permanent duty station. CTD for CAP 11-25(I), Update Flat Payment Miscellaneous Expense Allowance (MEA) Rates | In accordance with Federal Travel Regulation (FTR) Bulletin 25-05, this item updates the Joint Travel Regulations (JTR), Table 5-80 to provide the new relocation MEA flat rate amounts of $905 or the equivalent of one week’s basic gross pay, whichever is the lesser amount, for an employee without immediate family members relocating with them, and $1,810 or the equivalent of two week’s basic gross pay, whichever is the lesser amount, for an employee with immediate family members relocating with them. Effective upon the date of signature and retroactively applies to travel authorized on or after January 15, 2025. | 2/12/2025 |

UTD for MAP 09-25(I), Temporary Lodging Expense (TLE) Recertification – Atlantic City, NJ (NJ196) | This item extends the TLE extension recertification dates for the Atlantic City, NJ (NJ196) Military Housing Area. The initiating local command must document and certify the continued existence of a housing shortage in the affected area within each 90-day period after
the effective date. Failure to recertify the continued existence of a housing shortage will result in an early termination of the extension at the end of that 90-day period. Effective February 10, 2025. | 2/10/2025 |
