UTD for MAP 28-24(R), Sunset of Rental Vehicle Reimbursement When POV Delivery is DelayedThis item amends the Joint Travel Regulations to incorporate rental reimbursement for privately owned vehicle (POV) delivery delays into USTRANSCOM’s Global POV Contract V (GPC V). The period of performance for GPC V begins on October 1, 2024. Accordingly, when POV shipments begin on or after October 1, 2024, reimbursement for rental vehicles due to delayed POV delivery is the sole responsibility of the POV shipping contractor and will no longer be a reimbursable travel expense. UTD/CTD for MAP/CAP 50-24 (E), Expansion of Rental Vehicle Reimbursable ExpensesThis item updates the Joint Travel Regulations Table 2-8 to add cleaning fees for rental vehicles as a reimbursable expense when the AO determines the fee is due to use of the vehicles in conjunction with the mission. Fees charged due to the traveler’s negligence or misuse of the vehicle are not reimbursable. The item also adds roadside assistance fees as an expense an AO may authorize or approve when a traveler has an emergency beyond their control with a rental vehicle such as a flat tire. Items covered by the U.S. Government Rental Car Agreement and prepaid roadside assistance fees, which are considered a type of insurance, are not reimbursable. This update is necessary due to roadside assistance and vehicle cleaning no longer being included at no cost under the U.S. Government Rental Car Agreement 5. There have been several instances identified by the DTMO Rental Car Team where travelers were unable to change a tire due to a broken arm or other physical limitations, no knowledge of how to change a tire, or the flat occurred in an unsafe location. There have been cases where cleaning fees were charged because the traveler parked the car in a sandy parking area near the ocean to participate in the exercise which caused significant amount of sand and gravel to be tracked into the vehicle. UTD/CTD for MAP/CAP 70-24(I), Clarification of Rental Vehicle Insurance Reimbursement for Certain Classified Special OperationsThis item clarifies that rental vehicle insurance is reimbursable for certain special classified special operations when the nature of the mission does not allow the traveler to rent a vehicle under the U.S. Government Rental Car Agreement. The Joint Travel Regulations previously stated “…in the CONUS or non-foreign areas OCONUS” as a result of the 2017 JTR rewrite. The U.S. Government Accountability Office decision B 204486 dated January 19, 1982 is the basis for this reimbursement and does not limit it to CONUS or non-foreign OCONUS. UTD for MAP 62-24(I), Clarify POV Shipment is Limited to One Vehicle IAW Updated StatutesThis item clarifies that in accordance with 37 USC §453(c)(2) vehicle shipment may not exceed one privately owned vehicle per member household. This clarification is in conjunction with MAP 28-24(R), “Sunset of Rental Vehicle Reimbursement when POV Shipment is Delayed.” Effective October 1, 2024.10/1/2024
UTD for MAP 69-24(I), Clarification of Commercial Transportation Reimbursement for Child Care Pilot ProgramThis item clarifies the types of commercial transportation expenses that may be reimbursed when incurred by a child care provider during a permanent change of station (PCS) when child care is not available at a military child development center at the new permanent duty station (PDS) within 30 days of the Service member’s reporting date. Furthermore, the Service member is responsible for contacting the organization’s Travel Management Company (TMC) to make commercial reservations on behalf of the child care provider. Effective October 1, 2024.10/1/2024
UTD for MAP 63-24(R), Temporary Lodging Expense (TLE) Extension for Moody AFB, GAThis item reinstates the Moody AFB, GA Military Housing Area (MHA) GA081 as a location to receive an extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452(b)(11). Due to a shortage of housing in Moody AFB, GA MHA, personnel require additional time to locate and secure permanent housing. This item reinstates Moody AFB, GA as a location to receive up to 60 days TLE. Effective October 18, 2024.10/18/2024
UTD for MAP 20-24(R), Expansion of Secretarial Process Authority to Increase the Number of Roundtrips for Designated Individuals and Non-Medical AttendantsThis item increases the number of roundtrips that may be authorized through the Secretarial Process for family members and non-medical attendants. This item amends Joint Travel Regulations (JTR), par. 033201, to authorize up to two round trips in a 60-day period for family members through the Secretarial Process and amends JTR, par. 033202, to authorize additional round trips for non-medical attendants if more than one medical attendant is authorized. This item also includes updates to statutory references and other minor clarifications. Upon legal review, legal counsel identified that the term “Designated Individual” is no longer used in the statutory authority; 37 USC §452(b)(12) specifies that “family members” are authorized to travel to a military medical facility and the term “family member” is defined in 37 USC §451(a)(3). Accordingly, The JTR revisions for this item have been updated in accordance with legal counsel’s recommendations and MAP Item 38-24(I) “Clarify Designated Place is Replaced by Family Member” will accompany publication of this item to simultaneously change all other references of “designated individual” to “family member” as required. Effective October 31, 2024.10/31/2024
