UTD for MAP 83-24(I), Clarify Local Emergency Displacements and Correct the Level of Authority to Authorize a Local Emergency Displacement from a Foreign LocationThis item clarifies and corrects information published in UTD for MAP 02-24-(R), “Evacuation Allowances for Local Emergency Displacements”. Therefore, JTR, Table 6-3 has been changed to list the administering authorities as the Secretary of Defense, Secretary concerned, Head of the Component (or his or her designee), Commander of the installation or the Coast Guard District Commander, or Commander, head, chief, or supervisor of the organization or office. Further, JTR, par. 060101-C has been changed to reflect that the Service member or dependents may be ordered to vacate housing due to a local emergency displacement. UTD/CTD for MAP/CAP 38-24(I), Clarify Designated Individual is Replaced by Family MemberThis item clarifies that due to statutory changes, 37 USC §452(b)(12) and (13) authorize the Secretary of Defense to provide travel and transportation to family members of Service members for their presence at a military medical facility incident to the injury or illness of members or at the repatriation of members held captive. Family member with respect to a member of the Uniformed Services is defined in 37 USC §451(a)(3). For civilian employees serving in a foreign location, 10 USC §1599b authorizes the Secretary of Defense to provide civilian employees and members of their families abroad with benefits that are comparable to certain benefits provided by the Secretary of State to members of the Foreign Service. 22 USC §4081 (9) authorizes the Secretary of State to provide roundtrip travel for family members to an employee’s post of assignment only where the family of the employee is prevented by official order from residing at such post. Neither 22 USC §4081 nor 16 Foreign Area Manual (FAM) 300 offer a specific definition of the term family member. Effective November 1, 2024.11/1/2024

UTD for MAP 20-24(R), Expansion of Secretarial Process Authority to Increase the Number of Roundtrips for Designated Individuals and Non-Medical AttendantsThis item increases the number of roundtrips that may be authorized through the Secretarial Process for family members and non-medical attendants. This item amends Joint Travel Regulations (JTR), par. 033201, to authorize up to two round trips in a 60-day period for family members through the Secretarial Process and amends JTR, par. 033202, to authorize additional round trips for non-medical attendants if more than one medical attendant is authorized. This item also includes updates to statutory references and other minor clarifications. Upon legal review, legal counsel identified that the term “Designated Individual” is no longer used in the statutory authority; 37 USC §452(b)(12) specifies that “family members” are authorized to travel to a military medical facility and the term “family member” is defined in 37 USC §451(a)(3). Accordingly, The JTR revisions for this item have been updated in accordance with legal counsel’s recommendations and MAP Item 38-24(I) “Clarify Designated Place is Replaced by Family Member” will accompany publication of this item to simultaneously change all other references of “designated individual” to “family member” as required. Effective October 31, 2024.10/31/2024
UTD for MAP 63-24(R), Temporary Lodging Expense (TLE) Extension for Moody AFB, GAThis item reinstates the Moody AFB, GA Military Housing Area (MHA) GA081 as a location to receive an extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452(b)(11). Due to a shortage of housing in Moody AFB, GA MHA, personnel require additional time to locate and secure permanent housing. This item reinstates Moody AFB, GA as a location to receive up to 60 days TLE. Effective October 18, 2024.10/18/2024
