UTD/CTD for MAP/CAP 18-24(E), Zero-Emission Vehicle Rental Vehicle Charging Related ExpensesThis item provides a clarification to JTR Table 2-8 to include the following: (1) A provision under rule 4 that includes when the nearest compatible charging station has no charge points open and available as a reason the rental company’s refueling charges may reimbursed. (2) A rule to clarify a parking fee is reimbursable when the parking fee is a result of entering an airport parking lot or garage that offers free ZEV charging in order to charge the rental ZEV before return.6/1/2024
CTD for CAP 22-24(E), Shipment of Alternative Fueled POV or Circuitous Route to New PDSThis item inserts clarifying language identified in General Service Administration’s (GSA) Federal Travel Regulation (FTR) Case 2022-03, which issued a final ruling to allow agencies greater flexibility for authorizing shipment of an alternative fueled privately-owned vehicle (POV) or authorizing a circuitous route for these types of POVs to a new permanent duty station (PDS). These changes will provide Services with additional factors to help determine whether shipping a traveler’s alternative fueled POV is more cost-effective and advantageous to the Government than authorizing the traveler to drive their POV to the new permanent duty station (PDS).6/1/2024
UTD for MAP 25-24(R), Transport or Shipment of Human Breast Milk for PCS TravelTo provide a “special need” accommodation for a nursing Service member that allows for reimbursement of expenses associated with the transport or shipment of human breast milk while on travel for a permanent change of station (PCS) in accordance with Federal law. This authority would not extend to an accommodation for nursing Service members during an unaccompanied tour. Effective on May 24, 2024.5/24/2024
UTD for MAP 96-23(R), Temporary Lodging Expense (TLE) Extension – Bath, METhis item reinstates the Bath, ME Military Housing Area (MHA) ME136 as a location to receive an extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452(b)(11). Due to a shortage of housing in the Bath, ME MHA, personnel require additional time to locate and secure permanent housing. This item reinstates Bath, ME as a location to receive up to 35 days TLE. Effective May 19, 2024.5/19/2024
UTD for MAP 33-24(I), Update Tour Lengths and Tours of Duty OCONUS to Clarify Tour Length for Geilenkirchen, GermanyThis item updates the Joint Travel Regulations Supplement, Tour Lengths and Tours of Duty Outside of the Continental United States (OCONUS). Personnel serving in a NATO position at Geilenkirchen NATO Air Base will continue to serve 36-month accompanied and 36-month unaccompanied tours. Personnel assigned to UICs FF6350 and FF4 I KO will serve a 36-month accompanied tour or a 24-month unaccompanied tour. Personnel (accompanied or unaccompanied) assigned to the NATO AWACS E-3A Component will serve a 36- month tour, plus the length of in-country conversion training.5/14/2024

UTD for MAP 24-24(I), Correction to Realign the JTR to Statutory Authority for the Career Intermission ProgramThis item realigns the JTR with the statutory authority contained in 10 USC §710 that entitles Service members participating in the program to "travel performed from the residence of the member, at the time of release from active service to participate in the program, to the location in the United States designated by the member as his residence during the period of participation in the program;...". The JTR originally stated "...HOS in the U.S..." but was inadvertently changed to “CONUS” in the December 2017 rewrite.4/19/2024
UTD/CTD for MAP/CAP 23-24(I), Partially Rescinding MAP-CAP 12-24 (I)This item clarifies that due to review by the Office of General Counsel subsequent to the publication of MAP-CAP 12-24 (I) "Clarification of Rental Vehicle Expenses" it was identified that the changes made to Table 2-8 Rule 5 must be rescinded. Additional changes may be implemented once guidance is received regarding rental vehicle vendors charging the Government Administrative Rate Supplemental (GARS) after April 1, 2024 for reservations made prior to April 1, 2024 and how the U.S. Government will recoup any charges that may have occurred.4/15/2024
