2022 Per Diem Rate Update for Alaska

PDTATAC staff members traveled to the state of Alaska and collected price data from restaurants most frequented by DoD travelers. Staff members then analyzed hotel and restaurant data and calculated updated rates. Effective November 1, 2022, per diem rates are updated for localities in the state of Alaska. A per diem bulletin was published in the Federal Register to notify agencies outside the DoD.

CTD for CAP 82-22(I) Waiver of Certain FTR Provisions in Connection with Official Relocation Travel

This item removes relocation allowance exceptions issued under GSA Bulletin FTR 22-02 and incorporates relocation allowance exceptions issued under GSA Bulletin FTR 23-03. Certain provisions of the Joint Travel Regulations (JTR) are temporarily waived for civilian employees relocating to locations in Florida, South Carolina, North Carolina, and the Commonwealth of Puerto Rico impacted by Hurricanes Ian and Fiona. The effective date for affected counties and tribal reservations in the state of Florida is for official relocation travel performed on or after September 23, 2022. The effective date for affected counties in the state of South Carolina is for official relocation travel performed on or after September 25, 2022. The effective date for affected counties in the state of North Carolina is for official relocation travel performed on or after September 28, 2022. The effective date for affected counties in the Commonwealth of Puerto Rico is for official relocation travel performed on or after September 17, 2022

CTD for CAP 81-22 Correction to Remove Lajes Field Portugal Civilian Accompanied Tour

In accordance with Acting Under Secretary of Defense for Personnel and Readiness’s July 2, 2015 memorandum, the tour of duty for Department of Defense civilian employees assigned to Lajes Field, Portugal is revised to a 12-month unaccompanied tour. This change provides consistency and standardization of tours of duty for military and civilian personnel. This revision is effective on July 2, 2015.

DoD Authorizes an Increase to 2022 PCS Related Allowances

As part of Secretary Austin’s Taking Care of People initiative and to ease costs that can strain budgets and cause financial uncertainty during Permanent Change of Station (PCS) moves, the Department of Defense (DoD) has authorized changes to two PCS allowances: Dislocation Allowance (DLA) and Temporary Lodging Expense (TLE) that will take effect October 1, 2022.

UTD for MAP 11-22(R), Extended TLE Due to a Housing Shortage

In support of the Secretary of Defense’s initiative on “Taking Care of Our Service Members and Families,” this item introduces a new circumstance under which a temporary lodging expense (TLE) extension may be granted, outlines substantiating data framework, and modifies the eligibility process. Previously, under 37 U.S.C. § 474a, a Service member’s period of TLE at a location could be extended when that location is in an area covered by a Presidential declaration under the Stafford Act, or a military housing area (MHA) experiencing a sudden increase in Service members assigned to the location.

UTD for MAP 74-22(R), Temporary Lodging Expense Increase

As part of the Secretary of Defense’s initiative on “Taking Care of Our Service Members and Families,” the Secretary directed an increase in the standard time limitation for temporary lodging expense (TLE) from 10 days to 14 days during permanent change of station (PCS) moves in CONUS. Additionally, the 5-day time limitation during PCS moves from CONUS to OCONUS moves will be increased to 7 days.

UTD for MAP 75-22(R), Dislocation Allowance (DLA) 2022 Rate Increase

In support of the Secretary of Defense's initiative on "Taking Care of Our Service Members and Families," this item increases the Dislocation Allowance (DLA) rates for E-1 through E-4 by $500. Additionally, E-5 and E-6 rates will also be increased. These increases are effective 1 October, 2022. The current methodology of increasing all rates DLA rates based he annual basic pay increase will be effective January 1, 2023.

The following TLE extension requests have been approved: Bremerton, WA (MAP 65-22); Brunswick, ME (MAP 56-22); JB McGuire-Dix-Lakehurst, NJ (MAP 62-22); JB San Antonio, TX (MAP 67-22); Malmstrom AFB, Great Falls, MT (MAP 71-22); Moody AFB, GA (MAP 69-22); McConnell AFB/Wichita, KS (MAP 56-22); Cannon AFB/Clovis, NM (MAP 5622); Shaw AFB/Sumter SC (MAP 56-22); Ballston Spa/Albany, NY (MAP 56-22); Mountain Home AFB/Elmore County, ID (MAP 57-22); Luke AFB/Glendale, AZ (MAP 57-22); and Goodfellow AFB/San Angelo, TX (MAP 57-22).
